Will these rescue, once and for all, Calcutta’s historic neighbourhoods and buildings?

Why does Calcutta – unlike other cities of the world, including Bombay – lack heritage precincts and zones, in spite of being in a sense defined by its historic neighbourhoods with their unique cultural histories and array of architectural styles, from the neoclassical to the colonial to Art Deco ?

Why are Calcutta’s citizens, increasingly agonised over the demolition of irreplaceable buildings and areas, largely aware of option that heritage precincts and Transfert of Development Rights (TDR) present?
